The projects Medair is currently implementing are a USAID/REACH BPHS programme for the Badakhshan Provincial districts of Ragh, Khwahan, Two Food Aid/food security projects in Badakhshan and Behsud, and a WatSan project in Behsud. Medair anticipates developing new projects in the Health and Water and Sanitation sectors and disaster preparedness / mitigation.
MAIN RESPONSIBILITIES
- To effectively manage the water and sanitation projects in line with the objectives, budget and timeframe laid down in the current proposal.
- Ensure that beneficiary participation is enhanced in all phases of the project.
- To anticipate, plan, initiate and share in the development of new WatSan proposals.
- To recruit, manage & train National WatSan staff.
- Monitor need for additional WatSan projects in or near programme area.
KEY ACTIVITY AREAS
Technical / Management
- Develop and manage a comprehensive activity plan covering the time frame of the project proposal.
- Ensure the quality construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place.
- Conduct regular monitoring and evaluation assessments against project objectives.
- Ensure accurate and timely reporting of activities to Medair and MRRD (monthly, quarterly and final reports)
Logistics
- To co-ordinate with the logistics department and ensure all project related equipment is available on site in a timely fashion.
Staff management
- Provide training to all WatSan staff so as to ensure ownership and full local responsibility of all WatSan activities within budget and operational constraints.
- Manage all WatSan staff including recruitment, appraisal, management, development & training, general well-being, job descriptions, work schedules etc.
- To reflect the vision and values of Medair when interacting with team members and beneficiaries.
Financial management
- To follow procurement procedures and logistics procedures for all project purchases.
Communications
- To maintain a transparent, honest and supportive communication structure with the Medair team and with communities.
Security Management
- To be responsible for the safety and security of WatSan assets on site of operations.
Quality Management
- To promote and use the Medair Quality Manual, ensuring the all standardised formats are used and guidelines followed.
Public relations
- In consultation with the CD, develop and maintain relationships with local authorities and NGO's on site, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
REQUIREMENTS
- Higher level qualification in a technical field, preferably in water and sanitation
- BSc/MSc in Water, Hydrology, Environmental Engineering or Management desirable
Contract duration: 1 year
