Finance & Base Manager, Indonesia - Medair

PROJECT OVERVIEW

The goal of the programme is to improve the health and well-being of the disaster-affected people in Nias Island. To achieve this, Medair will improve access to adequate health care, clean water, and sanitation, so that residents are able to resume normal lives.

MAIN RESPONSIBILITIES

Overseeing all financial activities in the Indonesia programme. Providing accurate financial reporting and communication at field and HQ level. Member of the Senior Management Team (Indonesia) and Security Officer for the Medan office & staff.

KEY ACTIVITY AREAS

Finances & Accounting
- Prepare a monthly Finance Pack, detailing expenditure taken place in the field office and project sites, for submission to FO by the 5th of the following month.
- Manage day to day accounting functions including regular cash verification, signing of cheques, bank and balance sheet accounts reconciliations, defining and managing financial needs and resources to ensure sufficient cash-flow and accountability of the project during its whole life span.
- Supervise all accounting activities and prepare for and support all internal and external audits.
- Work with the CD, FO, co-ordinators and site managers in the preparation of budgets for donors proposal submissions.

Administration
- Meet the financially related administrative requirements placed by Medair, donors, the local government suppliers/contractors, or other actors, in order to allow Medair's programme to function smoothly, effectively and with integrity.
- To ensure a clear and transparent paper trail is put in place, that the filing (archive) system is in line with the international accounting standards and that records are kept in an orderly fashion and transferred to HQ as per stated time frames.

Staff management
- Oversee Admin assistant based in the Medan office including recruitment, appraisal, management, development & training, general well-being, job description, work schedules etc.

Communications
- To develop and maintain a transparent, honest and supportive communication structure with the office staff, the field sites

Security Management
- To be responsible for the safety of cash held on site, and transfers to other account holders.
- To be responsible for the monitoring of financial controls and checks that are used and ensure all staff are trained in the procedures with regular internal audits being made.
- Security Officer responsible for keeping the Medan security plan up to date and ensuring its implementation, including briefing incoming staff.

Public relations
- In consultation with the CD, develop and maintain relationships with authorities, NGO's, banks, auditors and suppliers with the objective of raising public awareness of Medair.

REQUIREMENTS

- Degree or relevant qualification in finances / accounting
- 1 year minimum experience in financial supervisory / administrative position.
- Strong organizational skills and the capacity to analyze and prioritize needs.

Contract duration: 1-2 years
